   The SQLAlchemy 2.1.0 sdist ships a `pyproject.toml` with a duplicate 
normalized
   extra (`mssql-pymssql`). uv refuses to parse it, so the "Generate 
constraints"
   jobs fail while building it whenever highest resolution selects 2.1.0:
   
       error: Failed to download and build `sqlalchemy==2.1.0`
         cause: TOML parse error at line 45, column 1
          duplicate normalized extra name `mssql-pymssql`
   
   Seen in 
https://github.com/apache/airflow/actions/runs/36475969860/job/109116907102
   (the v3-3-test CI upgrade PR #73835); main has the same open-ended 
specifiers.
   
   This excludes 2.1.0 in every distribution that depends on SQLAlchemy
   (airflow-core, devel-common and the 12 providers), regenerates the provider
   requirement tables and `uv.lock`.
   
   To be backported to v3-3-test so #73835 can go green.
