`magpie-contributor-growth` and its project-wide configuration were accidentally committed and merged into the Magpie floor as part of an experiment. This removes them, so contributors' agents no longer get the contributor-growth skills recommended on clone. Removed from `.apache-magpie.lock`: the `magpie-contributor-growth` plugin entry and the `reconciled:` stamp. Skills' pre-flight will offer the one-time `reconcile` sweep again, which records the stamp locally.
