Closing this. #63374 reports that Dag-level `on_failure_callback` never fires, and several users confirm it on 3.1.7 and 3.2.2. This skips sending an empty callback and removes the "callback is empty" debug log, but doesn't touch `DagRun.update_state()`, where the issue says the callback goes missing, so merging it would close an issue it doesn't fix. -- This is an automated message from the Apache Git Service.
