Is a third value-source mechanism needed here? This adds a `_FILE` suffix to
the config parser, with a schema key, `AIRFLOW__{S}__{K}_FILE` env vars,
`{key}_file` config keys and an `include_files` argument, all permanent
surface, and the only motivation is #70133. Any option can already be set in
`airflow.cfg`, which avoids the env-size limit, and `_cmd`/`_secret` already
read values from elsewhere for sensitive options; relaxing that restriction
would be a smaller change. Is there a deployment that none of these cover?
Converting to draft until that's settled.
