There are several places in the codebase where FAB-related tests are excluded specifically for python 3.13. This makes little sense for 2 reasons: 1. The latest supported python is 3.14, so we currently have a "hole" for 3.13 2. There's a comment that says to remove this workaround after #50960 merges, which happened a long time ago.
