Closes the i18n coverage gap for the French (`fr`) UI locale, bringing it
from ~81.8% to 100%. The 249 newly-introduced keys were scaffolded with `breeze
ui check-translation-completeness --language fr --add-missing` and then
hand-translated; the 7 keys that no longer exist in the English source were
dropped with `--remove-unused`. All translations follow the glossary, register
("vous"), plural rules, and English-kept terms in
`.github/skills/airflow-translations/locales/fr.md`.
No code or unrelated translation files touched — only
`airflow-core/src/airflow/ui/public/i18n/locales/fr/*.json`.
