Review Comment:
   Kept the `DagRun` fetch, but it's now load-bearing rather than just an 
existence check: the same-site redirect target is built from `dag_run.dag_id` / 
`dag_run.run_id` (DB-sourced) specifically so the CodeQL open-redirect finding 
doesn't re-trigger — building it from the request path param reintroduces that 
alert. With the clearing rework above, the object no longer feeds 
`_clear_repaired_and_downstream` (that now takes `run_id`), so the query earns 
its keep via the trusted redirect plus the 404. Happy to drop the explicit 404 
and lean on the natural failure path if you'd prefer, but the redirect source 
needs to stay DB-sourced for CodeQL. Pushed in 999f9c0.
