The latest update restricts operational reads and menus to Op or above, and audit access to Admin/SuperAdmin. Validation completed: 383 unit tests passed (2 skipped), and all 582 manual role-matrix checks passed across the five default roles and the no-role case. The PR description now includes the final access matrix and UI/API verification.
