`LazyDeserializedDAG.owner` only read the top-level `owner` key of each
serialized
task. Mapped operators serialize their owner under `partial_kwargs`, so a
Dag made
only of mapped tasks produced an empty owner and `DagModel.owners` fell
back to the
`default_owner` config ("airflow"). In Dags mixing mapped and non-mapped
tasks, the
mapped tasks' owners were silently dropped.
This falls back to `partial_kwargs["owner"]`, which matches what
`MappedOperator.owner` does on the fully deserialized Dag.
Tests added for a mapped-only Dag and a mixed mapped/non-mapped Dag. Both
fail
without the fix.
