Adds an opt-in `--strict` flag to `airflow-go-pack`. When set, packing fails if no Dags or task handlers are registered at pack time, instead of only printing the warning added in #74637. Default behavior is unchanged. Per the discussion on the issue, strict mode covers both entities: it fails only when there are no Dags and no task handlers (the same condition as the existing warning).
