When `SqlToS3Operator` runs on the default pandas path with
`file_format="parquet"` or `read_kwargs={"dtype_backend": "pyarrow"}` and
neither pyarrow nor fastparquet is installed, pandas fails with a generic
"Unable to find a usable engine" error. The operator now checks for an engine
before querying and raises `AirflowOptionalProviderFeatureException` pointing
at `apache-airflow-providers-amazon[parquet]`.
