Watcher triggers currently store their payload in asset-event extras without
forwarding a native partition key. This prevents partition-aware schedules from
consuming partitioned events emitted by watchers.

Add an optional, validated `partition_key` to `TriggerEvent` and forward it
when registering asset changes. Preserve it through triggerer serialization,
including shared-stream acknowledgement messages. Existing events remain
unpartitioned when the key is omitted.

Focused trigger, model, triggerer and shared-stream suites passed (294 tests
collected). The selected database suites also passed. Tests cover persisted
partition keys, unchanged payloads, invalid keys, and serialization with and
without persistence sequence IDs.

Broader validation is not fully green. The non-database run had 5,348
passed, three language-SDK failures and one collection error. The checkout was
rebased during that run, so those results need a stable-tree recheck. The
documentation build caught a heading underline error, now fixed, and its rerun
is pending. Static checks found a `BaseHook` import error in the unchanged
common-SQL type stub, affecting the airflow-core and devel-common mypy hooks.
Other static and manual checks passed.
