Link modules (`providers/*/links/*.py`) only define link classes. Their tests
could only assert constants (`name`, `key`, `format_str`), which fails only
on a
rename and proves no behaviour. Instead of writing such tests to satisfy
`test_providers_modules_should_have_tests`, this PR:
- Adds a dedicated `EXEMPTED_TESTS` list next to `OVERLOOKED_TESTS`. Entries
are
deliberately untested modules and must not get test files.
- Moves the Google link modules from `OVERLOOKED_TESTS` to `EXEMPTED_TESTS`.
- Deletes the three existing constant-only link tests on `main`
(`test_alloy_db.py`, `test_cloud_monitoring.py`, `test_managed_kafka.py`).
- Applies the stale-entry and added-test checks to `EXEMPTED_TESTS` too.
Link modules with logic beyond constants are not exempted and keep their
tests.
Some Google link modules still have untested logic and may deserve tests:
`dataproc.py` (`get_link`, `persist`, `__attrs_post_init__`) and
`translate.py`
(`extract_output_uri_prefix`, `persist`). Test-only and structure-check
change;
no production code is modified.
