Dev-iL opened a new pull request, #74995:
URL: https://github.com/apache/airflow/pull/74995

Airflow has a minimal python version requirement (currently: 3.11). Because
the hook configuration specified no floor, prek resolved an interpreter per
hook and could pick an unsupported one. A hook that lands on 3.10 fails for
hooks that happen to need a newer standard library, for example
`check-dependency-lower-bounds` imports `tomllib`, which arrived in 3.11, and
declares no `tomli` backport because the project floor makes one unnecessary.
CI builds its environments fresh and never reproduced it, so the failure looks
like a local mystery.
