stream_name has already been replaced with self.log_stream_name default "" by this point, so even the initial handler gets create_log_group=False The legacy task handler uses the same no-argument path, which also removes automatic log-group creation there I think capturing create_log_group = stream_name is None before the fallback would preserve the intended behavior -- This is an automated message from the Apache Git Service.
