Allow `AppriseHook` to enable Apprise's persistent storage so services that
require login (e.g. Matrix) can reuse cached sessions instead of logging in
on every notification, which currently hits server login rate limits.
- New optional `storage_path` / `storage_mode` hook params, falling back to
the connection extra when not passed (same pattern as `SlackHook`'s
`timeout` / `proxy`). Both are also exposed as connection form fields.
- When no storage path is set, behavior is unchanged (`Apprise(asset=None)`).
- An invalid `storage_mode` raises a clear `ValueError`.
- Bump minimum `apprise` to 1.9.0, where persistent storage was introduced.
Unit tests pass with apprise 1.9.0, 1.9.3, 1.9.4 and 1.13.1.
`AppriseNotifier` picks the settings up from the connection. Passing them
directly to the notifier (when using `config=` without a connection) is left
for a follow-up PR to keep this one focused.
closes: #51102
