Merging #75062 (unexclude Vespa on Python 3.14) and #73822 (CI environment upgrade) produced a `uv.lock` with two `pyvespa==1.2.9` packages and a vespa provider dependency still pointing at the old 1.2.7 / 1.2.9 split. uv 0.13 refuses to parse that file, so every local `uv sync --frozen` and `uv lock` on main fails with `Found duplicate package pyvespa==1.2.9`, including the mypy prek hooks. The lock entry is fixed by hand to match what a fresh `uv lock` produces, and `[tool.uv] required-version` is raised to `>=0.13.1` - the version that now writes the lock - so older uv versions cannot write entries that newer ones reject. Checked locally: `uv lock --check` (uv 0.13.1) passes; `mypy-dev`, `mypy-scripts` and `mypy-devel-common` prek hooks pass; `dev/breeze/tests/test_environment_check.py`, `dev/breeze/tests/test_check_release_files.py` and `scripts/tests/ci/prek/test_sync_uv_min_version_markers.py` pass. --- ##### Was generative AI tooling used to co-author this PR? - [X] Yes — Claude Opus 5 Generated-by: Claude Opus 5 following [the guidelines](https://github.com/apache/airflow/blob/main/contributing-docs/05_pull_requests.rst#gen-ai-assisted-contributions) 🤖 Generated with [Claude Code](https://claude.com/claude-code) -- This is an automated message from the Apache Git Service.
