This PR now posts the `CI passed` commit status the merge rulesets (#75142) require, as success only, when the head commit's fork CI is green and trusted. It is overwritten with pending if the commit leaves green. In #75142, project CI's own `CI passed` job reports under another name when the gate skipped project CI, so a gated PR can't pass on no CI. Also from a second review: the CI-file check re-reads the head after listing the files.
