Thanks, I agree an empty run can be just as confusing from the CLI or the API. On #38513, though, keeping tasks from running before `start_date` was described as what it's meant for, and changing that behavior as breaking, so I think whether the API should reject these runs still needs more discussion there. That's why I kept this PR to a warning that doesn't change the behavior, so users at least know before they trigger.
