Link the durable and deferrable operators page from Registry stats (#75322)
The Stats page's Quick Links card listed only Browse All Providers and
Explore by Category. It now also links /durable/, which was reachable
only from the bottom of Explore and from provider pages rebuilt since it
shipped.
