Fix the bottom-right “Suggest a change” control so its icon stays visible on hover and keyboard focus. The button now isolates its stacking context and keeps the SVG above the button background. The conflicting local hover background was removed so the theme’s hover colors preserve icon contrast. Checks: CSS lint, site build, theme preparation, and `git diff --check` passed.
