Manual backport of #75071 to `airflow-ctl/v0-1-test`; the automated backport failed with a conflict. (cherry picked from commit 7d94a66507ed1085f2e9773453e6fd355aa0bd77) The conflicts were in the airflow-core `backfills.py` and its tests, and in airflow-ctl's `generated.py`. I left out all airflow-core changes, since this branch only ships airflow-ctl. In `generated.py` I kept the branch's version and added `ge=1` to `BackfillPostBody.max_active_runs` by hand, as #72742 did: this branch's core API spec is older than `generated.py`, so regenerating it would drop models already on the branch. --- ##### Was generative AI tooling used to co-author this PR? - [X] Yes — Claude Code (Claude Opus 5.5), following [the guidelines](https://github.com/apache/airflow/blob/main/contributing-docs/05_pull_requests.rst#gen-ai-assisted-contributions) -- This is an automated message from the Apache Git Service.
