Celery provider releases since 3.20 run workloads through `BaseExecutor.run_workload()` on Airflow 3.3 and newer. The pre-3.3 worker fallback still ran `ExecuteTask` workloads, but raised `ValueError` for `ExecuteCallback`. Deadline alerts that use `SyncCallback` therefore never ran on Airflow 3.2 with the Celery provider version pinned by that release. This restores callback dispatch on that fallback by calling `execute_callback_workload`, the helper Airflow 3.2 provides. If the callback reports failure, the Celery task fails with that error.
