Stop pinning the docs' On this page list 263px from the top (#1701)
The community page's 263px sticky offset for its side TOC was written as
.roadmap .wy-nav-side-toc, which also matches the Sphinx docs. There it
overrides the 90px navbar offset from _roadmap.scss, so the docs' right-hand
contents sits well below the content and the left sidebar while scrolling.
Scope the rule to the community page, and bump the theme to 0.3.16 to
publish it.
