Depends on https://github.com/apache/airflow/pull/75498 (`manifest-artifact-store`). This branch builds on that PR and should merge after it; the current diff includes its artifact-store changes. Add `ManifestLocalDagBundle` so deployments can publish a local source directory as an immutable, content-addressed release and run tasks against a specific version. Airflow serves verified cache copies of published snapshots, keeping running and retried tasks independent of changes to the source directory. Publication validates the source before switching the release reference and supports an expected current version to prevent a stale publisher from replacing a newer release.
