potiuk opened a new pull request, #75618:
URL: https://github.com/apache/airflow/pull/75618

Backports the CI changes that kept later CI backports from applying, in
their original order, one commit each:

   - Fail the local yml mounts prek hook when synchronization fails (#73785)
   - Reduce K8s test resource usage with single-node Kind clusters (#73998)
   - Stop parallel prek hooks racing on __pycache__ cleanup (#73823)
   - The fork CI (AIP-120) stack: Add the fork CI gate to ci-amd.yml (#74819),
Run fork pushes with pull-request selective checks (#74820), Add the fork CI
reconciler and its scheduled monitor (#74822), Add breeze ci audit for the fork
CI setup (#74823), Document fork CI for contributors and maintainers (#74825)
   - Do not fail CI passed for a cancelled duplicate CI run (#75578)
   - Delete the project CI runs that only gate a pull request to fork CI
(#75588)
   - Let the fork CI monitor gate pull requests and stop repeating Slack alerts
(#75611)

The fork CI monitor and reconciler run from `main`, so on this branch they
are not run; they are here so that later CI changes cherry-pick cleanly. Three
conflicts in `dev/README_AIRFLOW3_DEV.md` were resolved by combining the
wording, as noted in the commit messages. After this, the CI files of
`v3-4-test` differ from `main` only in branch-specific settings.
