    [v3-4-test] Fetch provider release tags from apache/airflow in fork CI runs 
(#75632) (#75636)
    
    On a fork, GitHub Actions sets GITHUB_REPOSITORY to the fork, and the
    breeze provider commands use it as the remote to fetch release tags
    from. Forks rarely carry every upstream release tag, so the changelog's
    tag-range git log fails with "bad revision" and the provider wheel job
    goes red for reasons unrelated to the change under test. Release tags
    only ever exist in apache/airflow, so CI should always read them there.
