The scheduled "Spot interruption notice" job failed whenever GitHub's API
answered with a server error, for example [this
run](https://github.com/apache/airflow/actions/runs/40352402629/job/121675701673),
where two HTTP 502 answers turned the whole job red. Such failures say nothing
worth acting on: the job runs every 10 minutes, so anything a server error
skips is handled by the next run.

   - `gh api` calls that fail with HTTP 5xx are retried twice, with a short
back-off. POST is not retried, because a failed POST may still have created the
comment and a retry would duplicate it.
   - When server errors outlast the retries, the run is skipped with a
`::warning::` annotation and the job stays green. That also covers listing the
runs.
   - Other errors (4xx, permissions, malformed output) still fail the job.
