Closing as superseded: everything in this PR is already on `main`. - The design (`dev/breeze/doc/ci/08_fork_ci_for_external_contributors.md`) and its `dev/breeze/doc/ci/README.md` entry landed with #74819. - ADR 0020 (`dev/breeze/doc/adr/0020-run-ci-for-external-contributions-in-forks.md`) landed with #74822. - #74820, #74823, #74825 and #75588 updated both files after that, so `main` now has a newer version of each file than this branch. Rebasing this branch onto `main` makes all six commits empty, because `main`'s text wins every conflict.
