`airflow.utils.email` is deprecated in favor of the SMTP provider (#75414). The SES hook only uses `build_mime_message` from it, so it now has its own private copy of that function. The emails it builds stay the same, and the Amazon provider does not need the SMTP provider. **Testing:** the SES hook and SES emailer tests pass.
