   **Title:** Document Italian translation conventions

   ## Summary

The Italian translation skill still contains a placeholder, so contributors
have no shared guidance for terminology or grammar. This guide records the
conventions used in the Italian interface and the translation owner's
corrections from earlier reviews.

   ## Changes

The locale guide covers the glossary, task states, Italian plurals and
interpolation. A README beside the translations explains why familiar Airflow
terms stay in English and links to the guide. Translation strings are unchanged.

Prior work: #62685, #65113, #67396 and #71656 proposed Italian guidance but
closed without merging. This version follows the existing strings and retains
the wording corrections discussed in #62685.

   ## Test plan

   - [x] Passed the pre-commit and manual static checks.
   - [x] Passed the main UI suite: 257 files, 2,180 tests passed and 4 skipped,
using Node 22.19.
   - [x] Passed the SimpleAuthManager UI test.
   - [x] Rechecked all 27 glossary/state values and both links on the current
head after rebasing onto current main. The UI suites above ran before that
rebase; both files in this change are unchanged.
   - [ ] Italian translation-owner review and hosted CI.

   closes: #61996
