Moves the jobs that need neither more than one CPU nor more than a few minutes to GitHub's single-CPU `ubuntu-slim` runner: | Workflow | Job | Recent duration | Needs | |---|---|---|---| | `terraform-runs-on.yml` | `plan` | ~20 s | AWS credentials action, Terraform download | | `prek.yml` | `prek` | ~10 s | prek and its hooks (none use Docker) | | `runs-on-usage-report.yml` | `report` | a few API calls | `aws`, `jq`, `gh` (all in the `ubuntu-slim` image) | `apply` stays on `ubuntu-24.04`. `ubuntu-slim` terminates jobs after 15 minutes, while a stack update may take up to the stack's `timeout_in_minutes` of 30. If `terraform apply` is killed mid-update, CloudFormation carries on but the state lock stays held and the state is not updated, so the next apply needs a manual `force-unlock`.
