Remove the unused latest-milestone selector and its private version parser, along with their direct tests. Milestone assignment continues to use the existing prefix-matching implementation. Validation: 66 milestone tests passed; complete Breeze suite: 2,148 passed, 1 skipped (Docker prerequisite); fast and manual prek checks passed. With the working Docker context, 5 integration tests passed and the historical-release reproducibility test failed: its build container cannot resolve the managed worktree's Git metadata path.
