Remove the unused regular-expression exclusion helper. Active file matching and CI selection rules remain unchanged. Validation: 382 selective-checks tests and fast/manual prek checks passed. The combined tooling tree passes all 2,142 isolated Breeze unit tests. Complete Breeze/integration runs also report failures reproduced on unchanged main: the historical-release build cannot read managed-worktree Git metadata, and its version switching affects provider-metadata checks.
