   @hussein-awala @vatsrahul1001 - a heads-up for the 3.4.0 final, since this
PR makes the decision explicit:

   `constraints-3.4.0rc1` pins three providers from the current wave at release
candidates, and all three are still rc-only on PyPI:

   - `apache-airflow-providers-common-ai==1.1.0rc1`
   - `apache-airflow-providers-microsoft-azure==15.3.0rc1`
   - `apache-airflow-providers-openlineage==2.21.0rc1`

   With this change, the `Release constraints` run for `3.4.0` fails until each
of them is either **released** (final published on PyPI) or **yanked** (not
going to be released). It does not pass over them silently any more. So before
3.4.0 goes out, we need a decision for each one.

   Hussein - will you be able to release these three before the Airflow 3.4.0
release? If any of them is not going to make it, yanking its rc clears the way
just as well.
