Review Comment:
Renamed it to `_MAX_DST_SHIFT = timedelta(hours=2)` and it now only bounds
the look-back in `_localized_ticks_within_limit`.
It also names Antarctica/Troll as the largest DST shift in tzdata 2020–2030
and notes that Casey's 3 h is a standard-time change, not DST. The gate no
longer compares against a duration at all.
