Manual backport of #70376 (cherry picked from fba10d463e4c066477a789c16c755f68463a6cd8). The automatic backport failed on conflicts. #70376 only unwraps the `try`/`except ServerResponseError as e: raise e` blocks around each operation; behaviour is unchanged. Because it re-indents almost every method in `operations.py`, later fixes on `main` that touch that file (for example #70954) conflict on nearly every hunk when backported to this branch without it.
