Backport of #65062 to `airflow-ctl/v0-1-test` (cherry picked from 9d17a46b40ce403f23b87421cf7c27d91ac50a53). Conflicts in `tests/airflow_ctl/ctl/test_cli_config.py` only: imports and new tests next to tests that exist only on this branch.
