Backport of #70461 to `airflow-ctl/v0-1-test` (cherry picked from 15df3aaac07284aa4d4afecd242aa65cd9685761). Conflict in `tests/airflow_ctl/api/test_operations.py` only: the new queued-event tests landed next to the branch's asset state-store tests.
