`test_server_connection_refused` connected to `http://localhost` and expected the connection to be refused. It fails whenever something listens on port 80 (a local web server answers with 404), and on WSL2 with mirrored networking, where a closed loopback port times out instead of refusing. The test now raises the `httpx.ConnectError` from a mock transport, so it still checks the conversion to `AirflowCtlConnectionException` without touching the network. Checked locally: `uv run --project airflow-ctl pytest airflow-ctl/tests` — 664 passed.
