Publishing all docs for Airflow 3.4.0rc2
([run](https://github.com/apache/airflow/actions/runs/41227094689/job/124618480930))
also built the Java SDK Javadoc from that ref, where
`java-sdk/gradle.properties` carries the `1.0.0-SNAPSHOT` development version
between Java SDK releases. It was published as a versioned
`java-sdk/1.0.0-SNAPSHOT` folder, and regenerating `packages-metadata.json`
then failed with `Invalid version 1.0.0-SNAPSHOT`, because a Maven snapshot is
not a valid Python version.

   - `publish-docs-to-s3.yml` skips the Java SDK Javadoc build when the ref's
Java SDK version is a `-SNAPSHOT`, whether docs were requested as `all` or as
`java-sdk` explicitly.
   - Metadata generation skips `-SNAPSHOT` version folders with a warning
instead of failing, since one is already in S3; other invalid version folders
still fail it. A package with only development builds is left out of the
metadata instead of crashing it.

After merging, the metadata step can be re-run, and the
`java-sdk/1.0.0-SNAPSHOT/` folder should be removed from the docs bucket.

   Tests: `dev/breeze/tests/test_publish_docs_to_s3.py` (19 passed), `prek run
mypy-dev`, and the pre-commit hooks, including actionlint and zizmor on the
workflow.
