@luc-pimentel thanks for the clear write-up and the root-cause pointer. I
have a fix ready that matches the behaviour you proposed. If you agree, I'll
open the PR right away.
With the fix, `clean >> Label("rows") >> load` and `clean << Label("rows")
<< load` give the same dependencies as the unlabelled edge and as
`set_downstream(..., Label(...))`. Labels on a whole TaskGroup (the #17469
case) behave as before.
