Done: `list-envs` now uses the shared reader and shows its message. I make The `api_url` check sits in a small `_read_api_url` wrapper, not in `_read_cli_config`, because the debug-credentials file also goes through `_read_cli_config` and has no `api_url`. A null `api_url` is now rejected, so `test_save_no_keyring_backend_skip_keyring` now passes a URL. Also Main is merged in.
