Moves the RunsOn jobs to the new `runs-on-flex` stack (apache/airflow-ci-infra#82, #84) by adding `env=flex` to the RunsOn runner labels. The Flex stack places runners in all three us-east-2 zones. The CloudFormation stack uses only use2-az1 and use2-az2, which on 2026-10-30 had the worst Spot placement scores in the region for the runners' families (1 against 9 in use2-az3 for x64). From 2026-10-25 to 2026-10-30, 5.6% of the Spot runners were reclaimed. - All four label templates in `global_constants.py` move together, as does the label in `dependency-upgrade-report.yml`. The stash actions keep image tars in the cache bucket of the stack that ran the job, so one run cannot mix the two stacks. - Rolling back means removing `env=flex`. Draft: the CI of this PR is the first full run on the Flex stack.
