The test matrices cap themselves at 20 concurrent jobs (`max-parallel: 20`) to stay within the ASF limit for GitHub-hosted runners. On RunsOn the cap only queues jobs. In canary run 41207979237, the 42 Kubernetes jobs started in three waves, at minutes 30, 40 and 49.5. The Kubernetes tests ended at minute 58.7 instead of about 42, and the canary took 78 minutes. Runs on RunsOn now start the whole matrix at once. Runs on GitHub-hosted runners keep the cap of 20. `generate-constraints` and `push-image-cache` keep their caps, since they hit external registries.
