The PROD image build started by building the Airflow and provider wheels, but only after the CI image and `generate-constraints` had finished, although the wheels need neither. In a RunsOn pull request run (41313411820) that put them on the chain that ends the run: - CI image: until minute 9.1 - `generate-constraints`: until 15.2 - wheels: 15.5 → 17.9 - PROD image: until 29.6 - Kubernetes tests: until 41.3 The CI workflows now build the wheels in their own job, `prod-packages-build.yml`, right after `build-info`, and pass `packages-prebuilt: "true"` to the PROD image build. The other callers of `prod-image-build.yml` still build the wheels inside it, through the same new workflow.
