   ### Under which category would you file this issue?

   Airflow Core

   ### Apache Airflow version

   3.2.2

   ### What happened and how to reproduce it?

   **Issue Description**

The Airflow UI stores TaskGroup IDs in browser localStorage under per-DAG
keys ending in `/open-groups` and `/all-groups`. In our Edge environment, after
localStorage usage reaches approximately 10 MiB, the UI stops opening
additional TaskGroups. Removing the saved group-state keys restores the ability
to open them.

   **Steps to reproduce:**

   1. Use Airflow with DAGs containing many TaskGroups.
   2. Open DAGs and expand TaskGroups until the origin's localStorage is close
to its quota.
   3. Try to expand another TaskGroup.
   4. Observe that the group does not open.
   5. Remove the affected DAGs' `/open-groups` and `/all-groups` localStorage
keys, reload the UI, and try again. The groups open after the keys are removed.

   Browser: Microsoft Edge156.0.4314.58
Approximate localStorage usage when the issue occurs: 10MB
This however should be the case on other Browsers as well, only the
localSotrage cap differs

   ### What you think should happen instead?

The UI should continue to allow TaskGroups to be opened when saving their
state fails because localStorage is full. It should also avoid retaining
obsolete group IDs or keys for DAGs that are no longer present, or otherwise
handle storage quota errors gracefully.
