potiuk opened a new pull request, #76282:
URL: https://github.com/apache/airflow/pull/76282

A docs-only change under `dev/breeze/` (#76272) drafted the pull request and
waited for a maintainer as if it changed CI. Only files that change the
`build-info` outputs (which jobs run, and on which runners) let a pull request
steer its own CI: the workflows and actions, the breeze sources, the breeze
installation, and `scripts/ci/prek/`, whose provider dependencies script
selective checks runs.

   - Only those files hold a gated pull request's runs and mark a green fork
run `green_unverified`.
   - A `green_unverified` pull request is no longer drafted. It keeps a pending
status and `needs project ci`, so it still cannot merge until a maintainer runs
project CI.
   - Changes to the other files CI uses (the rest of `dev/breeze/` and
`scripts/ci/`, `scripts/docker/`, `scripts/in_container/`, Dockerfiles, prek
configuration) are not held, but a one-time comment points them out to the
reviewer.
   - The provider dependencies script runs with `uv run --no-config`, so a pull
request cannot point its dependency installation at another index through
`pyproject.toml` or `uv.toml`.
