The OS-dependencies images added in #76225 have not been published yet,
because every build fails in `install_os_dependencies.sh` with a bare apt exit
code 100.
The hardened base images can ship an apt newer than the one dhi.io
publishes: the failing digest has apt 3.0.4 from `debian-security`, while
dhi.io has 3.0.3+dhi2. Preferring dhi.io then selects an `apt-utils` that
depends on exactly its own apt, which cannot be installed beside the image's:
apt-utils : Depends: apt (= 3.0.3+dhi2) but 3.0.4 is to be installed
The failure was invisible in the logs because the install discarded apt's
output. Its output is now kept in a file and printed if the install fails.
Tested with the full script on the base image digest of the failed build
(Python 3.12.16, amd64 under emulation): `dev` and `runtime` both complete. The
failure output was tested with stubbed apt tools. The `ci` type, arm64 and the
other Python versions have not been run locally.
