Move core's Fernet helpers into `airflow.crypto`, leaving the SQLAlchemy `FernetFieldsMixin` in `airflow.models.crypto`. Update internal callers and retain compatibility exports that reference the same objects, including the cached `get_fernet` function. This completes the remaining core package cleanup from #18334. The Task SDK keeps its separate implementation and configuration. No database migration or encryption behavior change is involved. closes: #18334 Validation: - Regression coverage checks the new implementation location and compatibility export identity. - Focused model, key rotation, and triggerer tests: 410 passed, two backend-specific skips; four compatibility cases also passed at their final test path. - Pre-commit and manual checks passed, including core mypy. - Breeze non-database suite: 5,609 passed, 11 skipped, two expected failures. - `breeze build-docs apache-airflow` exited successfully. - `breeze verify` was run. Its full database suite is still running locally: serialization (62 passed), Always (2,017 passed), and Other (1,041 passed) have completed; API, CLI, and Core are pending.
